Key Projects
In summary, six key interlinked projects have been developed within the masterplan:
- Improvements to the Most Accessible Path and the reopening of the Cliff Lift Tunnel
- Creation of the Clock Café Family Hub
- Establishment of a new Operations Centre
- Restoration of the Italian Steps
- Restoration of Shelters
- Spa Gardens North Stabilisation Area – Reinstatement of the Landscape
- Site Wide Infrastructure Restoration and Enhancement Works

The following key Masterplan Objectives have been identified:
Restoration and Conservation
- Stabilising the cliff through piling and soil nailing the Spa Gardens North and landscape reinstatement works
- Restoring deteriorating infrastructure such as paths, steps, walls, drainage
- Restoring historic features such as the Italian Steps, urns, shelters, tunnel, rockeries
- Enhancing the setting of listed buildings such as the Spa, Cliff Lift, Clock Cafe
- Restoring historic views and improving spatial experience by carrying out extensive tree works
- Restoring planting and reinforcing different character areas, including areas of horticultural excellence
- Improving entrances into the site and making the Gardens more welcoming
- Improving visibility and safety and a sense of security through vegetation clearance works
- Improving access accessibility for all users by opening up the tunnel, improving the ‘most accessible’ route and other paths
- Improving access into key areas such as the Rose Garden, Italian Garden
- Rationalising street furniture by replacing poor quality ones with an historical style suite
- Enhancing the areas of horticultural excellence by undertaking surfacing and minor repair works
New Building Works
- Creating a family hub by developing a play area and public toilets near the Clock Café
- Promoting better management and maintenance by building a new operations centre
- Promoting an understanding of the historic landscape by providing different types of interpretation reflecting historical themes such as Spa, promenading, designers, ecology, landslip
- Improving site legibility and navigation and safety by introducing subtle waymarking elements
- Creating a sense of identity and branding by expressing this through graphics and design style
- Promoting walking and running by incorporating a fitness trail including distance markers
Activities and Other Projects
- Encouraging activities by establishing a new operations depot and implementing a wide range of capital works
- Developing a sense of wellbeing and mental health by providing a variety of special experiences and types
- Developing a comprehensive management and maintenance plan that is sustainable involving the Council, Friends and the community as well as volunteers
