The “Most Accessible Path” refers to the development of a fully accessible path enabling all visitors to explore the entire length of the gardens (from the Spa Bridge all the way through to Holbeck).
The key building work which will enable this route to be completed is the restoration and reopening of the long lost tunnel under the Cliff Lift.
This will result in a big improvement to connectivity within the gardens and is a proposal that has received a great deal of support.
The most accessible path is shown on these plans with a purple line:

Update January 2020:
The cliff-side environment has many physical design restrictions to accessibility. The stability of the cliffs is an enormous consideration, so no land modelling or changes to steep slopes are possible that might compromise this.
Opening the tunnel under the Cliff Lift will indeed provide a step free route through the gardens. But unfortunately this route will still have some gradients that do not comply with a fully accessible standard and cannot be changed.
However it is the most inclusive standard that can be achieved and people in motorised wheelchairs and assisted wheelchairs will be able to access this route.
